It is a waste of time and breath to dwell on the Indo-Pakistan dialogue. It's always the same: a meeting between foolishly optimistic Islamabad leaders and their more calculating Indian counterparts. The Pakistani leadership conjures up rosy scenarios completely out of touch with reality, while the government in New Delhi remains reserved and circumspect, clearly resolved to give nothing and take everything. This summit between foreign ministers of the two countries was no different. Pakistani representatives waxed eloquent on the prospect of the talks, while the Indians put up no such public display. Though the Indian delegation said that everything would be on the table for negotiation, it wasn't hard to tell that this was only for the sake of appearances. Official leaks to Indian media now tell us that Kashmir, water, and all other outstanding issues weren't on their minds much, and that terrorism would be their main, if not sole, focus. The talks would also be very narrowly focused on India's own definition of terrorism which, to put it bluntly, means attacks sponsored by Pakistan and aimed against India.
Must the government in Islamabad always be so inept, cringing and bowing before the arrogant, bullying Indians? Is it scripture that it must always surrender when it should rightly stand up and be heard? Despite their pious facade, the Indian establishment played a despicable role in the breakup of Pakistan and the fueling of the Tamil insurgency in Sri Lanka, just to name a few of their vile actions.
Why, then, must Pakistani leaders sit idly by and do nothing to combat the Indian leadership’s cherished project of having Pakistan declared a state sponsor of terrorism by the international community? Everyone knows India is squeezing every last drop from the Mumbai episode. This abominable attack hadn't even ended before the Indian establishment was pointing fingers at Pakistani intelligence, with Prime Minister Mammohan Singh instantly summoning the ISI [Inter-Services Intelligence] chief to his court. President Asif Zardari obediently signaled compliance until, mercifully, a public uproar forced him to pull back.
Now the Indian government is yelling about how David Coleman Headley, a U.S. national now in FBI custody for allegedly planning a terrorist attack in Europe, has corroborated their version of events. Not only has he confirmed their theory that the ISI sponsored the carnage in Mumbai, he has also named three ISI officers in connection to the case.
Headley, born Daood Sayed Gilani, is a very shadowy character. Born to an American mother and Pakistani father, he was caught smuggling drugs by U.S. anti-narcotics authorities and handed over to the American intelligence apparatus for use in sting missions and as part of a plea deal. He was issued an American passport, on which his name became David Headley and his father, Sayyid Salim Gilani, became William Headley. On this forged passport, he is said to have traveled to Bombay [Mumbai] several times, where he spent his time in posh hotels and exclusive enclaves, befriended high-profile personalities, and even established an immigration agency office. He is also said to have traveled to Pakistan several times, where he forged links with LeT [Lashkar-e-Taiba] and the ISI.
