Karzai fires Anti-Pakistan Indian moles in Kabul: Approves Islamabad’s agenda in jirga
June 13, 2010
The Afghan Grand Jirga opposed by Bharat (aka India) was a colossal achievement for both President Hamid Karzai and Pakistan. Pakistan had suggested the Pan-Afghan solution to America, but had received only lukewarm support for it. Hamid Karzai after failing to rule any part of the country had wanted to reconcile with the Taliban. The Afghan-Pakistan sponsored jirga representing all Afghans has endorsed the London Conferences (supported by the Istanbul, and Tehran Conferences) plans for reconciliation. The jirga represents the roadmap towards peace. It may gain momentum, and have a snowball affect on long term reconciliation.
The main results of the jirga are as follows:
* Insurgents who join the peace process should be removed from the U.N. Blacklist which imposes travel and financial restrictions on people associated with the Taliban.
* Insurgents “who want to take part must cut their ties with foreign terrorist groups.”
* A high commission should be established to pursue peace efforts with the Taliban
* Progress made in “areas of democracy and women’s rights should not be sacrificed” in negotiations with insurgent groups.
* NATO troops “must continue to support Afghan army and ensure that Afghanistan does not become a battleground for regional players.”
* There should be greater investment in income opportunities and poverty reduction, and Islamic education programs should be increased for all
* Government should guarantee the security of militants during peace talks and arrange for a better life for them afterwards.
* National and international forces should stop their raids and arrests and ad hoc detentions.
The Pakistanis are particularly happy over the departure of the most Anti-Pakistan elements that have been squatting in the presidential palace since 2004. The Pakistanis blame a lot of terror activities on Mr. Saleh who has been part and parcel of the RAW establishment in Kabul. His departure has been a long standing demand of the Pakistanis. The former head of Afghanistan’s intelligence service was fired because he was seen as impediment to Mr. Karzai’s peace plan and for failing to secure the jirga. Amrullah Saleh — was for six years a key figure in the anti-Taliban fight as head of the National Directorate (NDS) for Security (NDS). Saleh was fired along with Interior Minister Hanif Atmar, who controlled the police.
The former chief of Afghan intelligence gathering outfit Amrullah Saleh has taken up the full-time job to malign Pakistan on one end while providing all sorts of assistance to terrorists to step up activities on the soil of Pakistan on the other.
He throughout had been in league with Indian Research and Analysis Wing (RAW) to destabilise Pakistan but has been recently ousted by Afghan President Hamid Karzai due to his dubious role in the affairs of the state. Amrullah has also assumed the task of creating difficulties for the Afghan administration. The story carried by the Sunday Times and so-called report against Pakistan’s Inter-Services Intelligence (ISI) by London School of Economics are the handiwork of Amrullah Saleh.
Well placed diplomatic sources told The News that Amrullah Saleh has threatened his leadership that he would bring the peace fragility back in the region to the previous level since he was refused a free hand to play the Indian game in the region. Amrullah has been brought up and groomed by the Indian intelligence organisation and he had been involved in anti-Pakhtun activities throughout his career.
He was the head of the Afghan National Directorate of Security (NDS). He was appointed to the position by President Hamid Karzai in early 2004, succeeding Muhammad Arif Sarwari.
Saleh is an ethnic Tajik from Panjshir, and worked for the Northern Alliance under Ahmad Shah Masood. In 1997 he was appointed to lead the Northern Alliance’s Dushanbe office, where he served as the main conduit linking the CIA to Masood. The News.
* American Afghan strategy: The panic in Delhi is palpable
* The repercussions of the sacking of two of the President Karzai’s three top security officials on Sunday are sending ripples to Delhi and beyond. Both were Anti-Pakistan elements spreading rumor, innuendo and false information about Pakistan
* Saleh worked for the brutal and hated KhAD during the regime of the despised Dr. Najib.
* President Hamid Karzai is preparing the ground decree that would release the Taliban prisoners.
* Afghans of many persuations proclaimed success in demonstrating ‘national unity’ at the peace jirga.
* The US Afghan War nears end: Qandahar operation ‘postponed’ after ‘Mushtarak’ fails
* Whereas the firing of the Minister of Interior, Hanif Atmar, surprised no one — the president’s criticism of Hanif Atmar was legendary in Kabul and it was predictable that, sooner or later, Atmar would go.
* Karzai’s removal of Saleh, however, came out of the blue and had not been by the palace. Saleh is one of the longest-serving officials of the Karzai government and, like Atmar, has enjoyed strong foreign backing.
* Karzai’s desire to be rid of Saleh and especially Atmar were repeatedly blocked by the U.S. (with U.K. in support); A Post-jirga confident Karzai backed by Pakistan had no hesitation in firing the Hanif Atmar and Saleh.
Mr. Karzai has been brave enough to bring about changes in the government in Kabul. This represents a fundamental change in his policy. It is abundantly apparent that he is moving away from his Bharati sponsors. Four successors are being touted for the Security roles:
1. Engineer Ibrahim, the current deputy chief of the National Security Council and acting head of NDS whom Karzai knows from his Quetta days
2. Assadullah Khaled, former governor of Ghazni and Kandahar, an Ittihad-e Islami commander during the war and an important client of the president’s younger brother
3. Farook Wardak the current minister for education and close Karzai confident
4. Hekmat Karzai, the president’s cousin
India had bet on the wrong horse in the last elections. Delhi had supported Mr. Abdullah Abdullah. that strtegy backfired big time. This jirga was attended by people like Yunus Qanooni and Burhanuddin Rabbani who had often opposed Mr. Karzai. The Bharati mole in the Karzai government was Amrullah Salih and his underling Utmar. Both directly worked for RAW and ran RAMA as a personal fiefdom, often without the knowledge of Mr. Hamid Karzai. President Karzai had been trying to remove his anti-Pakistan intelligence chief since 2008. The successful jirga give him the courage to remove the thorns in his side.
