Whilst it would be a good thing. it would help polution. help with the health of people at large and reduce energy requirements for Pakistan you have to bear in mind a number of points
1. Cycling has long been seen as a poor mans transport. china is a prime example of this. The moment people have a little money they want to move up and get cars. (Ironically a lot of rich people here buy expensive bikes and cycle to work for the exercise)
2. It's still dangerous on Pakistan's roads. I'ts bad enough if you have a car I shudder to think about a idiot driver killing cyclists through error.
