0-15 posts = NO PM, NO to most of the features other than posting.
15-300 posts - 50 PMs only in inbox. I would start deleting PMs that you don't need. I am sure there are plenty.

I will make an announcement on usergroups and what they can/can't do soon as well.

Basically, you will need more than 300 posts here for you to enjoy most of the features here and for us to take you seriously. More details on this later.
